If you're looking for a way of removing the natural oil of the wood to apply a finish then just wipe it down with naphtha, acetone or lacquer thinner. Allow it to evaporate then immediatly apply the finish.
If your looking to 'extract' the oil so you can have a little bottle of 'teak oil' then you've got me beat...
